Julie Johnson is a higher education leader with 20 years of institutional, policy, and entrepreneurial expertise. She oversaw state higher education policy and advocacy for 42 states as Vice President of Strategy for Complete College America. She helped launch and lead a new community college as Deputy CEO of the University of the District of Columbia Community College (UDC-CC). While at the Advisory Committee on Student Financial Assistance in the U.S. Department of Education, she conducted policy research on college access, success, and affordability for Congress and the Secretary of Education. She helped develop and launch a new education-to-business venture to close industry skill gaps at Strayer Education and co-founded Faculty Guild, an ed-tech startup, to help college faculty improve their teaching.

Julie is a long-time board member and former board chair for Maya Angelou Schools, serving opportunity and justice-impacted youth and young adults. She is co-founder of Neighbors for Justice, a local organization that strives to be better neighbors to those at the DC Jail and beyond through awareness, advocacy, and support. Julie has also served as a professorial lecturer in education at the George Washington University’s Graduate School of Education and Human Development; a community college adjunct instructor at UDC-CC; and a guest speaker at Harvard University, University of Pennsylvania, University of Maryland, and George Mason University.
Julie received her Ed.D. in Educational Policy from the George Washington University, Ed.M. in Higher Education from Harvard University, and B.A. in English from Azusa Pacific University. Julie lives in Washington, DC with her husband and two children.

Dr. Jhenai Chandler is a Policy & Research Collaborator at StrategyForward Advisors. She is the lead education consultant at Chandler Solutions LLC, an organization that provides data-driven and equity-centred solutions to improve higher education and human resources systems. Dr. Chandler also serves as the Director for College Completion at The Institute for College Access and Success (TICAS) where she oversees the direction and implementation of TICAS’ College Completion advocacy and policy strategy. A significant part of Dr. Chandler’s focus is on the expansion of state and federal support for evidence-based student support programs that have been demonstrated by researchers to help more students graduate. She also leads coalition efforts to advance state policies that will support college completion efforts. Dr. Chandler has 16 years of higher education experience as a campus practitioner, researcher, and consultant.
As a former college student parent and Pell grant recipient, Dr. Chandler is committed to advocating for more college accessibility, affordability and comprehensive support that foster success for all students no matter their personal or financial circumstances. A native of Jersey City, New Jersey, Dr. Chandler is a first-generation college graduate with a Ph.D. in Higher Education Policy from Florida State University. She also earned a master’s degree from Nova Southeastern University, a bachelor’s degree from Florida State University and an associate degree from Florida A&M University.

Takeshi Yanagiura is a Data, Research & Policy Collaborator StrategyForward Advisors. He is an expert higher education policy analyst with many years of experience in a wide variety of programming, data manipulation, and statistical analyses, including quasi-experimental techniques. Takeshi’s strengths are in helping institutional, state, and national clients develop sustainable, research-based strategies to serve more students, increase their rates of success, and manage costs. He is well attuned to policy issues and can express complex ideas effectively in a practical context at national, state, and institutional levels.
Takeshi developed the institutional research office for the new community college of the University of the District of Columbia and contributed to the improved capacity of analysis and reporting in the college. Prior to that, he served as Research Director for the Tennessee Higher Education Commission, where he was instrumental in the development of the research base for the state’s outcomes-based funding formula, master plan for higher education, and state scholarship reforms. He has also worked for the State Higher Education Executive Officers, where he compiled the State Higher Education Finance study. He also has spoken and consulted on higher education data and research issues both nationally and internationally. Takeshi has a Ph.D. in Education and Economics from Teacher’s College at Columbia University, a master’s degree in Higher Education from the University of Minnesota and a bachelor’s degree in Economics from Soka University, Japan.

Dr. Judy Marquez Kiyama is an Equity Collaborator at StrategyForward Advisors and currently serves as the Associate Vice Provost for Faculty Development and Professor in the Center for the Study of Higher Education at the University of Arizona. She is an equity scholar with over 20 years experience in research, practice, and administration. Her approach to equity is grounded in interrogating systems of power that perpetuate inequities for minoritized communities. As a researcher and faculty member, working alongside Latinx/o/a families and communities is at the core of her research efforts. She organizes her research in three interconnected areas: the role of parents and families; equity and power in educational research; and minoritized groups as collective networks of change. Her current administrative role offers the opportunity to implement efforts that further the aims of the University of Arizona to excel in its Hispanic Serving Institution (HSI) designation through increasing institutional capacity among faculty. This includes developing equity-focused recruitment, hiring, and retention practices; and developing faculty capacity in research, teaching and curriculum, and service. And, as an equity consultant, she has worked with intermediary organizations like Education Commission of the States (ECS) and Strong Start to Finish (SStF) to integrate a cohesive equity philosophy across its scaled, systems-wide efforts and within staff and Funder Advisory Board development.

Jodut has worked in education as a practitioner, researcher, and most recently as a data strategy leader for various non-profit organizations. Jodut uses impact modeling and data strategy to support program evaluation and reporting. She has spent her career working to advance educational and economic opportunities for low-income students and students of color. More specifically, she has evaluated college access and retention programs, K-12 initiatives that aim to propel students to achieve their math and literacy goals, principal preparation programs, and postsecondary programs and graduate programs that support the retention of students of color in STEM fields. Jodut holds an Ed.D. in Higher Education and an M.Ed. in International Education Policy from the Harvard Graduation School of Education.

Dawn Y. Matthews, Ph.D. is a skilled higher education administrator with experience across functional areas including student transition, academic advising, success coaching, first & second year experience, residential life, curriculum design, and retention. She has also developed expertise in scaling student success initiatives and strategic priorities at both predominantly white institutions and historically Black institutions.
She currently serves as an Associate Dean in University College at North Carolina Central University where she supports the institutions strategic priorities around student success and holistic development by standardizing processes, evaluating academic technology efficiencies, and producing unit wide assessments. Prior to joining NCCU, Dr. Matthews served as the Associate Director of the Advising First department at Florida State University. In this role, she managed a team of 75 staff members in advising and college life coaching.
Dr. Matthews’ research has primarily focused on supporting underserved and marginalized student populations in higher education, with an emphasis on employing anti-deficit approaches toward student success, examining the experiences of Black college women, and promoting the continued relevance of HBCUs. She has published articles, reports, book chapters, and presented at numerous conferences. Dr. Matthews received both her bachelor’s degree and master’s degree from Virginia State University and earned a Doctor of Philosophy from Florida State University.

Raymond Rodriguez is a Justice & Education Associate at StrategyForward Advisors, focusing on justice and postsecondary education projects. He previously served as an advocate at Maya Angelou Academy located inside the Youth Services Center where he supported academic progression and developmental growth of incarcerated youth.
Raymond serves as Division Manager for the Petey Greene Program where he oversees the weekly operations of several tutoring programs for the incarcerated and formerly incarcerated students in DC. As a Bilingual Credible Messenger with the Department of Youth Rehabilitation Services in DC, he provides literary arts and education programming, intensive reentry services, workforce development, and trauma healing for individuals in the DC Jail, federal prison system, and returning individuals. As a Lead Facilitator Free Minds Book Club & Writing Workshops, Raymond facilitates weekly book club programs for incarcerated teens that are charged as adults, and he developed and implemented a curriculum introducing incarcerated youth to the life-changing power of reading and writing. In addition, he continues to contribute at Integrated Community Services, Inc., which creates group home settings for adults diagnosed with mental illnesses in the D.C. area, where he has served since 2013. His role assists with supporting daily life tasks, personal goal setting, community engagement, and medical distribution.
Raymond earned his Master of Public Administration (MPA) and BS in Public Health from the University of Maryland, College Park, and he has an Associate of Arts in General Studies from Howard Community College.

Shaped by her experiences as a first-generation, low-income college student and the daughter of Cambodian refugees, Annie Khoa is passionate about closing equity gaps in higher education and accelerating socioeconomic mobility. Most recently, she served as Senior Advisor to the New Jersey Secretary of Higher Education, spearheading high-profile policy initiatives, including leading the review of the State’s performance-based funding formula, crafting an interagency effort to reengage students with some college but no degree, and directing legislative outreach to advance State priorities. Annie also has extensive experience working with institutions of higher education to recruit prospective students, amplify thought leadership, and deepen relationships with alumni and donors. She earned both her Bachelor’s degree and Master in Public Affairs from Princeton University’s School of Public and International Affairs.

Heidi Rupke has spent the last four years working for Clean Memphis, a local environmental and educational nonprofit. While there, she built local partnerships to reduce food waste through prevention, donation, and increased composting. Heidi has worked with national organizations such as the Natural Resources Defense Council to strategize messaging and to share learning with other U.S. cities. As part of this work, she has written successful grant proposals to local and national funders. Earlier in her career, she taught children and adults in the U.S. and in China. Heidi holds an M.A. degree in International Training and Education from American University. Her academic paper "Country Roads to Globalization" has been cited more than 150 times. In her spare time, Heidi enjoys writing for local publications such as Edible Memphis.

Caryn Ernst is the Founder and Principal Consultant for Ernst Consulting. She has 30 years of experience working with nonprofits and their public sector partners in the areas of parks, urban greening, and climate and social justice. She and the diverse consultants she partners with provide strategic planning, change management, program design and evaluation services, as well as trainings and workshops for clients.
Caryn is a collaborative leader with a proven track record of effectively engaging historically marginalized communities, designing inclusive programs with equitable outcomes, and leading complex change processes with measurable results.
As Director of Strategic Initiatives at City Parks Alliance, Caryn led the development of member capacity-building programs, strategic initiatives and partnerships. She curated content for CPA conferences, and researched and wrote numerous publications. Caryn created CPA’s workshops, designed to strengthen and expand park partnerships, and provided direct technical assistance to agencies and their nonprofit partners, addressing complex partnership challenges.
As Director of Conservation Vision services at the Trust for Public Land, Caryn co-created TPL’s Greenprint program and led the national programs team implementing city, regional and watershed-wide conservation and park planning efforts around the U.S. She forecasted and secured revenue, scoped and budgeted new projects, and guided workshop planning and community outreach strategies for TPL’s Greenprint projects.
Caryn started her career as a community organizer and program manager in low-income communities of color in Pittsburgh, leading small grant programs in community development and youth and family programming.
She is a passionate public education advocate, and served on the DC Mayor’s Task Force for Cross-Sector Collaboration and as PTA President for a large, diverse public school. She led multiple advocacy campaigns to fund green schoolyards and infrastructure improvements for neighborhood public schools.

Janette Martinez contributes research and policy support for StrategyForward Advisors. She brings a strong background in policy and research at the national level and a focus on improving access and success for underserved populations. She is a Senior Associate at Isaacson Miller. Prior to joining the firm, Janette worked at Excelencia in Education, where she focused on research, policy, and advocacy to accelerate Latinx student success in higher education. In that role, she worked with policymakers, Capitol Hill staff, and practitioners at Hispanic-Serving Institutions (HSIs). Previously, Janette was a Policy Analyst at Education Reform Now, focusing on K-12 and higher education policy. A first-generation college graduate and proud daughter of immigrants, Janette began her professional career as a middle school teacher in Houston, Texas.

Michael “Mustafa” Plummer knows first-hand what the juvenile and criminal legal systems look and feel like – and most importantly, the harms those systems cause to the District’s children.
Mustafa spent 23 years of life incarcerated for offenses that occurred when he was a teenager. Through his unrelenting commitment to his personal, educational, and professional growth, Mustafa built a record of success despite being locked in the cages of the BOP. In 2020, Mustafa – with the assistance of his legal team at PDS – was released under the Incarceration Reduction Amendment Act (IRAA). This month marks three years since his release!
Mustafa has committed his life’s work to advocate for and serve the children and youth of D.C. He helps D.C.’s young people navigate the realities that come with being young and Black in the nation’s capital and society at large. Currently, Mustafa is the Lead Credible Messenger in the Youth Division for the East of the River Clergy Police Community Partnership (ERCPCP). Mustafa triages the issues that youth face and meets them where they are whether that be at home, or in secure facilities (e.g. YSC, NB), group homes, or other settings where the city’s young people reside. He has assumed administrative duties of the program as well, directing the team of Credible Messengers in their work. In addition, Mustafa works with Safe Passage, a violence interruption program that provides safe routes for students to travel to and from school. He also serves as a site supervisor with Clean Decisions, Inner City Family Services, and National Association for the Advancement of Returning Citizens (NAARC).
Mustafa will tell you that his work is “woven into his lifestyle fabric.” He lives his mission understanding that compassion for young people, their households, and their communities will keep them alive and allow them to thrive.

Brigid Torres leads operations for StrategyForward Advisors. With over a decade of experience in higher education administration, Brigid brings her expertise in operations, systems, and planning to SF. She began her career working for U.S. Senator Dianne Feinstein. For nine years, Brigid worked at the University of San Francisco (USF), culminating in her role as Director of Administrative Services for the Office of the Dean in the College of Arts and Sciences. After relocating (back) to the Washington, DC region, she worked as Assistant Director for Mission Engagement at Georgetown University. She earned a BA in History from Santa Clara University and a Master of Public Affairs from USF. Brigid’s capstone project, “The Path Forward: Fixing California’s Failed Sentencing,” focused on criminal justice reform in the state. She lives in Falls Church, Virginia with her husband and three daughters.

Andy Sherman leads all design projects for StrategyForward Advisors. After 10 years working with design studios and advertising agencies in Denver, Creative Director Andy Sherman decided to build upon his experience and start Can of Creative. Andy has worked with national corporate leaders such as Microsoft, Qwest Communications, Vail Resorts, and Western Union, Dr. Pepper/Snapple Group, MARS, Dunkin’ Donuts, as well as with a variety of small businesses and startups. With a passion for distilling information and simplifying complex communication, he has carved a niche in the education space, helping his clients create professional reports and communication. Andy believes that graphic design is not simply a marketing tool, it’s an extension of a brand and the essence of communication. “It is imperative to gain insights into the language (both tone and visual) the audience speaks, and apply it across the brand and creative.”

Before opening Troy Street, Colleen taught high school English in Chicago Public Schools and served in the Office of Special Education at the Indiana Department of Education. Colleen holds a PhD from Indiana University in Education Policy.

Katie Zaback brings deep data, policy, research and evaluation expertise to StrategyForward Advisors. Her firm, Zaback Solutions, is committed to to helping organizations translate data and research into impactful policies and strategies that transform systems. Katie has more than 20 years of experience working with states, postsecondary institutions, and nonprofit entities to use data and research to maximize their impact. As senior policy director at the Colorado Department of Higher Education, Katie worked with the Colorado Commission on Higher Education and executive director to define and execute an ambitious policy agenda that will result in greater affordability, equity, and postsecondary success for all Coloradans. Katie loves helping organizations transform the way they look at data so they can support stronger policy and better execution.
As the director of research at Complete College America, Katie empowered data and research professionals across the country to lead policy changes in their states and institutions. She also served as a senior policy analyst at State Higher Education Executive Officers Association where she represented states in national higher education policy discussions, conducted policy research, and advocated for policies to improve state higher education. Prior to joining the policy space, Katie worked with non-profit organizations, government services providers, and postsecondary institutions, helping them use data to inform their operations and maximize their outcomes.
Committed to education equity, she was a founding board member of YouthRoots, a nonprofit that uses the philanthropic process to empower youth to make an impact in their community. She also recently started a Denver chapter of Integrated Schools and volunteered as a mentor, group leader and facilitator at Colorado Youth at Risk for more than a decade.
Katie has a master’s degree in Public Administration with a focus in policy analysis from Indiana University at Bloomington, a master’s certificate in Database Design from Regis University, and a bachelor’s degree in Economics and Political Science from Hastings College.

Maco L. Faniel is a native of Houston, TX. He shows up and gives to the world as an Educator, Scholar, Writer, and Advocate. In each role, he attempts to change the world in the pursuit of justice and to help folk become justice-oriented in their thinking and daily praxis.
EDUCATOR
Maco is currently the Director of Equity, Inclusion, and Justice Education for the Petey Greene Program (PGP)—an educational justice organization that supports the educational goals of currently and formerly incarcerated people through high-quality tutoring provided by trained volunteer tutors. He is responsible for developing and operationalizing the organization’s internal and external DEI and trauma-responsive practices. He leads the PGP’s Justice-Oriented Leadership programming—designed to help volunteers understand educational justice and to become advocates for systemic change. He also serves as a spokesperson for the organization in criminal justice and social justice circles, promoting the PGP’s social justice objectives. Lastly, he leads the HBCU Forward Initiative, designed to elevate and support Black volunteer tutors supporting the educational goals of currently and formerly incarcerated learners. Since 2012, Maco has taught at community colleges, universities, and in prisons through NJ-STEP. He facilitates learning for courses focused on African American History, Black Studies, and Hip-Hop Studies. These institutions include Virginia Union University, Providence College, Piedmont Virginia Community College, Texas Southern University, Hunter College, five prisons in New Jersey through The New Jersey Scholarship and Transformative Education in Prisons Consortium (Rutgers University), and Lone Star Community College.
Beginning in the summer of 2016 through 2020, Maco was an instructor for the At The Well Leadership Academy for Young Women and the From the Fire Leadership Academy for Young Men. He taught a two-week critical reading course for high school girls and boys of color in each academy.

Maco earned a terminal Master of Arts Degree in History from Rutgers University and he holds an MA in History from Texas Southern University. During his graduate studies, he focused on the meaning-making experiences of Black people dealing with the ascendant policies, perspectives, and practices that created late twentieth-century racial inequities like mass incarceration. He also holds a Bachelor of Arts in Speech & Communications from Texas A&M University.
WRITER
Maco is the author of Hip Hop in Houston: The Origin and Legacy (2013), the first book that examines the history of Houston’s hip-hop culture. In Hip Hop in Houston, Maco explores the nature of Houston hip-hop to discover how it came about, why it’s notable, and what it reveals about the life experiences of young urban people in Houston during the 1980s. Maco is also a contributor to the book Religion in Hip Hop: Mapping the New Terrain edited by Anthony B. Pinn, Monica R. Miller, and rapper Bernard “Bun B” Freeman. His chapter, “Mapping Space and Place in the Analysis of Hip Hop and Religion: Houston As An Example,” insists that questions about the role of religion in hip hop must also interrogate the intersection of space, place, and time as significant domains of hip hop cultural practices. From there he analyzes Houston’s hip-hop culture to point to what may be religious about it. He is also a contributor to the art book Slowed and Throwed: Records of the City through Mutated Lenses (2021), where he puts Houston rapper Tobe Nwigwe in conversation with the legacy of DJ Screw and the broader history of hip-hop in Houston. His writings have appeared in numerous web and print publications. As a public scholar, Maco is often invited to write, teach, and speak about issues of justice and equity, mental health, and hip hop and popular culture.
He is a member of Kappa Alpha Psi Fraternity. Maco imagines a world where everyone has what they need to live sustainable lives, in this world we won’t have a need for punishment, exclusion, and confinement. When Maco is not thinking, writing, teaching, or helping folks get free, his main job is being the father of two, a toddler, and a college student.
